New Auto Repair Law For South Shore mechanics

After a much-contested four-year debate on Beacon Hill, Gov. Deval Patrick this week signed the nation’s first Right to Repair legislation. Lawmakers reached a compromise in the final hours of the legislative session.

The legislation that takes effect in November will require manufacturers to make available all information that they give franchised dealers at a fair and reasonable price to independent shops, said Art Kinsman, spokesman for the Right to Repair Coalition. The coalition, funded in part by the auto parts supply industry, represents 2,000 independent repair shops around the state.

“They can’t charge the dealer one price and the consumer or an independent shop some exorbitant price for the same information,” Kinsman said.They all think it's a good law for obd2 industry.

Supporters had already gathered enough signatures to place a previous version of the Right to Repair bill on the statewide ballot this fall as a referendum question, and the deadline has passed to remove the question from the ballot. However, the two sides said they will urge voters to reject the ballot question as the law will take effect in November.It can have a good effect on car diagnosis.

In a concession, Right to Repair backers gave automakers two additional years, until 2018, to provide access to diagnostic information through a central online database.

Currently, data on individual makes and models are stored on electronic keys plugged into the diagnostic device. In 2017, the industry will be required to launch a universal database on the web where repairers can download diagnostic codes.

The law should result in immediate savings to consumers as they can have more repairs done at lower-cost independent shops, Kinsman said. Long-term, it could bring about a price war between dealers and neighborhood mechanics.

“If consumers can make their choices based upon good prices and good service rather than who controls the information, that should at the very least contain costs,” Kinsman said.
